035 USiA NSA Le Monde on June 7 carried a frontpage editorial relating the 341_ 3
assassination of Robert KENNEDY to the bitterness which exists

in the Middle East following the Israeli victory of last June. It
ends with the phrase that "most of the Arab states, as one can see,

have significantly moder ed their attitude since the War of June.
But their positions remain still very far from those of the Israeli
Government. (Enclosure #1)
In another article in the same issue, Le Monde' s Philippe BEN
mentioned that Sirhan SIRHAN had carried with him an article
criticizing recent declarations made by Robert Kennedy in favor
of Israel and that one of two notebooks found at his domicile con -
tained the notation, "Kennedy must die before June 5, 1968. " Ben
also reported that both notebooks written in Sirhan' $ hand dealt
entirely with the Arab-Israeli War. Ben reported further that
Sirhan had always refused to take American nationality and con-

sidered himself a Palestinian. Several members of his family
had been assa8sinated at the time of the first Israeli-Arab conflict:

In the June 9 issue, Le Monde declared that its correspondent in
Tel Aviv, Andre SCEMAMA, had reported indignation in Israeli
political circles at the June 7 Le Monde editorial. Le Monde said
that perusal of the integral text by Mr. Abba EBAN and his colleagues
would permit them to convince themselves that Le Monde in n0 way
sought to excuse the act of the assassin which it qualified as a

sought only to try to explain it: Le Monde said that "to those who
accuse Le_Monde of becoming a spokesman for the Arab thesis,
we permit ourgelves to mention that Arab authorities, conscious
of the prejudice that the affair risks causing them in American
opinion, are trying, to the contrary, to acceptance for
the idea that Sirhan was not really Rlestinian or that his hand was
armed by some conspiracy: in any case, that the murder had nothing
to do with the declarations of the Senator from New York on the
Israeli problem which Philippe Ben had(nevertheless) drawn attention
to in the same issue of Le_Monde' with clarity. "
Le_Mondefurther reported that the Communigt press in Moscow,
as in Paris , denounced the effort of the Mayor of Los Angeles to
present the assassin as an Arab nationalist.
Le Monde contends, tell the truth, the act of Sirhan, like the
attacke of El Fattah and the frontier incidents, now daily occurrences,
show to what point the Arab-Israeli conflict has traumatized peoples'
minds ; if one doesn't attack the cause of thi8 traumatism, there will not
be peace in the Middle East for a time. This is what one has not
ceased to write nor shall one fail to cotinue to write in the columns
of this paper. "
A further frontpage editorial entitled, "Too Promised Land" appeared
in the June 1l issue (Enclosure #2). This editorial develops Le_Monde'€
earlier theme that it is "necessary to disarm hate, to overcome obstacles ,
to find, in a word, the way to peoples' hearts, T and farther in deploring
resorting to force, "What did NASSER by blocking the Straits of
Tiran, if not to see the Star of David float over the Suez Canal ?"
And , "What did Israel by choosing, the after a victory which
opened to it enormous possibilities , the path of intransigeance and
not that of magnanimity? Nahum GOLDMANN just declared in Jerusalem
before the International Zionist Congress that the diplomatic position
of the Jewish State had considerably weakened. "1

Le Monde continued, "The ruins of 20 empires attest to the contrary:

In further support of this thesis,_ Le Monde said, in explain
that hate had reached unbelievable S ummits , that to "contest this,
to think, contrary to Arab and Communist propaganda, that it
(ht e) could be at the origin of the criminal gesture of Sirhan Sirhan
in no way means that one excuses it. Real passion and sick suspicion

The tragedy which began in the kitchen corridor of the Ambasgador Hotel in Los
Angeles Tuesday night has run its awful course. Robert F Kennedy 18 dead .
An assassin' 8 bullet wrote a cruel end to an impressive career and vaulting
ambition which had brought the young Senator from New York to within arm' 8
reach of the highest office in the United States _ In doing 30 a terrible truth
was re-stated: murder and violence have become a comon political argument in
a land which prides itgelf on its freedom and democratic processes. Something
18 horribly wrong in the United States_
It does not matter that Robert Kennedy' 9 tremendous zest to win had for some an
abrasive quality or that his obscure young assassin va8 motivated by ill-con-
ceived ideals. The fact renains that the atnosphere of violence that permeates
the United States makes such tragedies inevi table. Three times within four and
a half years has that country, and the vorld, been rocked by these senseless
acts of brutality. First it was the debonair President John Kennedy, then Civil
Rights Leader Martin Luther now the murdered President' 9 younger brother ,
The explosion of bigotry, fruatration and renunciation that has disrupted
availability of firearms _ It has led to murder and violence in the past . It will
do 80 again in the future unless, of course, the tragedy in Los Angeles awakens
the Anerican people to the explosive dangers that confront them .
To the Kennedys the tragedy will come as a cruel quirk of fate. Seldom has a
single family dedicated s0 much 0f the flower of its youth to the service of its
country and has been subjected to 80 much vengeance and migfortune. Their in-
mense grief will be shared by the world which has stood aghest at the tragedy in
Los Angeles."

Senator Robert Kennedy is dead . After successive victories at the primaries,
his life has been brutally cut short by an assassin' $ bullets Wbether it is
the dastardly act of a
lunatic, or the result of a conspiracy 18 hard to tell
yet. But the question will be asked until the truth 18 (which 18 seldom) found
out. Nithin less than months this is the second murder in America to shake
the nation and shock the vorld.
Robert Kennedy the buoyant democrat-Liberal entered the lists to face formid-
able adversarieb on the eve of general elections in the U,S. His prospects
were brightening in a way that amazed even his supporters The results at
South Dakota and California prinaries came as a surprise to all. ware
also an earnest of his succebs at the final polls _ impact of such a tragic
event is bound to be shattering not personally on his bereaved family, but
al8o on the American nation a8 a whole. It is also a mejor blot on the face of
democracy .
Since his brother, J.F. Kennedy, vas killed by an assasgin' 8 bullet in 1963,
Anerica and American politics have been pasging through crisis after crisis.

Senator Robert F. Kennedy, one of the persons seeking the nomination of the Demo-
cratic Party for the Presidency for the U.8. November elections, has been mur -
dered . Robert F. Kennedy has been murdered in the same manner that his older
brother John F. Kennedy vas sbot wbile he wa8 President. The assailants, how-
ever , were more cruel this time. Robert Kennedy, one of the friends of Martin
Iuther was shot at close range before the staing of the blood of Luther
could up . Luther King was a peace-loving Leader of the negroes civil-

fit from carrying him to the hospital The assassin could not have missed his
target. There i8 no peuse in the activities of conspirators; there have
been no precautions by the Security agencies . Groups of the murderers are moving

FBI; but detectives cannot find these wolves .
Clever Anerican spokesmen are spreading nets of dollars throughout the under-
developed countries of the world with the declared purpose of setting up addn -
istrative order; but these administrative systems ad their nasters are then-
selves victims of crininals in the very country which gives the dollars . Who
will seek out tbe mrderers?
Today the whole world again is condeming the U.S. It 1s an open secret that
those who have killed hundreds of thougands of women and children with
Nepalm bombs in Vietnam, will not spare the people of their o country. It i3

of power on the hill of capitalistic profit.
The tragic death of Robert Kennedy is a disaster for the members of his family.

10 3 eulogies and innumerable expressions of sympathy in Bombay. Many
of these also reflected concern at conditions in the United States and
the world at large that permitted such acts of violence to happen _
In addition to newspaper stories and editorials letters signatures in
a condolences book and oral expressions there were three memorial
functions on June 10: & mass at the Catholic Cathedral a public meeting
sponsored by the International Club of India and & sundown ceremony
on the lawns of the Consulate General The first and last were
attended and impressive The second function because of inadequate

preparation had only & small audience; but it was notable for the
m excellence of the verbal tributes by & number of distinguished speakers
The Archbishop of Bombay , Cardinal Gracias took an active in all 2

support for the viewpoint expressed in the Ethiopian Herald editorial
of June 8 that "The Amer ican of democracy has suddenly become
at the mercy of the gun-man_ The bullet 18 nullifying the ballot.
When the ballot says yes , the bullet say 8 no and the bullet wins
Educated Ethiopians all point out that the "wave" of as8as8inations
in the U, S. appears aimed at Individual8 wbo are advocates of domestic
social change and revision of foreign policy, and argue from this
that the a8sassination represents an anti-democratic effort by certain
elements in American society to stave off progressive developments .
However , along with this political bitterne8s there is a feeling of
8 sadness and sympa thy which has been expressed co us by many educated
Ethiopians Conscious of the strains which the American Political

In the wake of the news of the Senator's death, a steady strean of' Zegreb
citizens came to the Consulate building to stand before the American Library
window display in honor of Senator Kennedy _ Many stood there briefly in
silent tribute, while others expressed their sorrow by placing floral tributes
or by lighting vigil candles on the sidewalk in front of the window Some
University student groups, meeting in Zagreb and LjubLjana to press their demnds
for educa tional and other reforms , reportedly marked the memory of Senator
Kennedy with a moment of silence Similar expressions d tribute and sorrow
were registered at church services in the consular district
In addition to the nuerous individual oral expressions of sympathy and sorrow

Comment: The Embassy has long considered Quijano a Marxist (see
airgram under reference) _ His article on the Kennedy assassination
not confirms this evaluation, but reveals him as a psychopathic
enemy of the United States _ A Prenga Latina or New China News Agency
blast could hardly contain more vitriol than his editorial.
The Embassy has been increasingly concerned of late over the possible
long-range impact of Marcha on the minds of educated Uruguayans.
Since it is well written and the intellectual weekly in the country,
many responsible, non- Marxist people read it and are no doubt Swayed
by its extreme leftist, anti-U.S_ fare_ If anything, it appears to have
veered further to the left in recent months under the baton of an ever
more anti-American Quijano.
