The Soviets have reacted to the killing of Senator Robert
Kennedy with an outpouring of anti-US propaganda The propaganaa
has tried to show that American society is no model for the world
and deserves no influence abroad; that the US is rotten and 1s
declining; and that the US is ruled by bloodtnirsty reactionaries
who oppose everything new and progressive The Arab origin of
Sirhan is awkward for Soviet C ommentators , and Mayor Yorty' 8 com -
ments about Sirhan' s alleged pro-c ommunist sympathies seem to make
Mos € OW uneasy . As for the Soviet leadership, we suspect that the
leaders are concerned over the shooting a8 a possible warning sign
that violence the recent student actions in Poland and Yugoslavi
for example , having already given MoscOw pause may be on the up-

swing in the world at large To a leaser extent , Mosc OW presuma
woula al80 be troubled by the a8sa8sination as widening the margin
of unpredictability in the US Presidential election picture, thus
probably creating uneasy feelings for the Soviet regime _

been careful not to identify the supposed_plotters with any

propaganda has charged that the police in Los Angeles just as in

was suggested ir the comment mentioned above tnat the ruling cirela
in Washington support the extreme rightist forces which carry out

was detained at the scene of the erime and that he was of Arab
origin, but added, variously , that the Attorney General had

that Sirhan was a naturalized US citizen_ Pravda June 8 said triat
Sirhan, a Jordantan immigrant _ was at first described in all of
ficial announcement s of' the police and other investigative bodiez
as a fanatical nationalist who had been operating on his own, and
that Attorney General Clark had stated officially several times
tnat there was no evidence of the existence of a consplracy _ Hov
ever eye-witness accounts had now been released indicating Siriar
nay nave had at least one and probably several ac complices _ When
these stories did not pan out , Pravda June 9 turned to the lame
contention that US media were talking about Sirhan 1 3 Arab origin
for the purpose of sharpening the already tense Arab-Israeli

Official Reaction; On the morning of June 5 Chancellor
Klaus commented via an Austria News Agency release on the
"terrible attempt" on Senator Robert Kennedy S life, expressing
If "regret and grief at this evil deed He availed himself
of the opportunity to condemn Ii the physical annihilation
of a
political opponent , no matter how hard polltical
M differences may clash , a8 wholly unjustified Chancellor
Klaus cabled messages of condolence to Mrs Ethel Kennedy ,
President Johnson and Vice President Humphrey on June 6
assuring them of the Government S sincere Sympathies wIth
the cruel loss sustalned by the United States and the
Kennedy family, and extolling the late Senator S fight for
the noble causes of humanity, peace, freedom and Justice _
In another public statement on June 6 Chancellor Klaus delivered
the following eulogy:
In the past few hours we Austrians have enter-
tained grave fears for Senator Robert Kennedy s
life and we are now
mourning the major loss
suffered by his family and the whole American
people _ Like his brother, Robert Kennedy
represented for the youth of the free world the
ideals of democracy and of progress With profound
reverence we bow at the bler of this great
cosmopolltan _ as friends of the
American people

defended agalnst disrespect and abuse at a time of
fundamental-political change _ In a prevlously
scheduled speech to the Austro-American Society to
report on his recent official visit to the U.8 he
opened with an expression of sympathy and a eulogy _
Messages of condolence were also sent to Mrs _ Ethel
Kennedy and Secretary of State Rusk by Foreign Minister
Waldheim and SPOe chairman Kreisky _ On June 5 Krelsky went
on record a5 deploring the Incomprehensible shooting

stating that In order to prevent the world from going agaln
through a phase of violence In political life, all people
active in public life, 1.e both politicians and all others
engaged in the shaping of the views and character of man ,
should live up to thelr Increasing responsibility toward

Reaction of the_Man-In-the-Street: Austrians reacted with
a sense Of Bhock and personal Ioss as well as a wave of
spontaneous sympathy to the news of the assassination
which was a constant topic of conversation Restaurants
turned on television sets for satellite transmissbns from
New York and Washington (a rarity usually reserved for news
events touching Austria and Austrians directly)_ Americans
In Vienna were left with the impression that Austrians
were reacting as though 11 had lost one of their Own
Amerlcan Activities: The Embassy opened books of condolence
at €he Chancery ana at the Consuler Section whlch were signed
by a steady stream of Austrian officlals, the diplomatic
corp and ordinary cltizens The Embassy was also deluged
with telephone calls of condolence _ The Vienna Community
Church held speclal prayers during the regular service
Sunday June 9 and Christ Church Anglican) neld a memortal
service on Monday June 10_

An Embassy circular suggested that Mission personnel attend
