OSD USI A NSA The tragic death of Senator Robert Kennedy engendered
a tremendous outpouring of sympathy from Dutchmen in
all walks of life, At the Embassy there were long
lines of persons to sign the condolence register and
letters flowed in by the hundreds _ With cnly a few
exceptions_ the letters of condolence were friendly
and sympathetic expressions of concern ana of a sense
of personal loss at the Senator S pass ing . All letters
bearing a legible return address were answered the
Ambassador, including those addressed to the Kennedy
family via the Embassy.
Enclosed for appropriate disposition are (1) the
8 condolence registers opened by the Embassy and
Consulates General Amsterdam and Rotterdam , (2)
several condolence registers submitted by Dutch
groups , (3) letters addressed to the family of
Senator Kennedy, and (4) letters addressea to the
Ebassy .

Newspaper coverage wa8 heavy _ Our switchboard wa8 swamped . Our book
opened for signature was kept in the Consulate 8 small reception room
until it became obvious that the crowds were going to parelyze other
activities of the office, whereupon the book wab moved to the entrance
foyer of the office building in which the Consulate 18 located, It was 5
placed on a lectern with a vase of flowers on One side and an American
On the other Mre tban 3,000 gignatures are in the book now and
people are st1ll agking to sign it, It will be forwerded to the
Department to be trensmitted to the Kennedy family short_
We have lost count Of the number of cities and tow8 whobe Councils
voted officiel regret and sympethy &na 8ome of them, we know , sent
telegrens to the femtly. So fer 88 we know , every Council that
met during the period imediately following the assassination pegged
& resolution of sympethy. The remarks of the Mayor of Turin to the
Turin City Counctl, prior to tbe vote of the Council to dedicate 80me
street or Bchool to Senator Kennedy , are enclosed .

It is customary that when en event has touched either our Own
citizens or a broader Begment of people end countrtes, the City
Council 1s opened by a reference to that fact _ I think that
even though this evening 8 session will be the final one for
this Council, that is not sufficient reabon for u8 to feil to
open this session with 8 specific reference to something that
hes struck and ipressed and moved the people of the entire
world, &nd that i8 the murder of Robert Kennedy . It 18 an act
that will find it8 place among the greet events of history.
A friend told me kowing that he was talking to a professor of
Roman law , "Don't you believe that the figures of these two
brothers can be placed on the Zevel of those Of Tiberius and
Gaius Gracchus in that these ltter two were reprebentative of
Romen society at & time when it wes the center of the world--
In the similarities between their deaths _ and in the contInuetion
of their work, despite &ll of the factors which came into play
ageinst the ideas for which they had fought
In any case, this i8 not the moment to make historicel comparisons ,
no matter how close the similarity.
The murder of John Kennedy &nd that of Robert Kennedy , and , in
the interim, the murder of Martin Luther are related to
the unleashing of forces which do not hesItate to resort to
violence agelnst men who represent a voice seeking the solution
of problems which beset not only & great country such as Americe,

who bettle to eliminate the evils of humanity and to bring mankina
to a civilized level must fall through vlolent means , and if
behind the violent means there are violent minds, then 18 It
perhaps impossible to resolve the problems 0f mankind without
violence?"
Unfortunately, we are now in a period in which ideag and methods
of violence are spreading. All men of good wlll should know
that whetever the dlfference in their views and ideologles
they must fight side by s1de for the right to compare thelr
conflicting ideas freely. Indeed, only out of such free comparison
cen the solution of many problems be reached- All efforts should
therefore be concentrated dowerd a solutton of such great problems
which are now under dlscussion at different levels--and the
solution must be buch as will meet the demands of ell humanity,
since never before heve men felt more closely united the world
over now that sclence has precticelly elimineted spece and
distence barriers . I therefore believe that the names of John
and Robert Kennedy shoula forever be engreved in our minds just
a8 they will alweys be engreved in history-_the painful and tragic
history of man throughout the centurtes

Senator Kennedy' s assassination was received in Oporto with

deeply and visibly for two days While many remarks were
directed at the nature of the society that permitted this to
happen , most were honest expressions at seeing an identifiable
ideal struck down Some officials, from whom the Consulate
has become accustomed to hearing criticism 0f the United
States, were worriedly serious fearful that the assassination

might signify an unravelling of American society with its
e consequences for western world leadership_
Two 0f the three major morning newspapers , Jornal de Noticias
and Comercio do_Porte, published special afternoon editions
on July 6 announcing the Senator s death According to an
unverified local report this was the first time Oporto papers
have put out special editions since the hijacking of the
Santa Maria in 1961 and thus illustrates the level of atten-
tion given the matter in northern Portugal.
Nearly all of the career consuls came personally to the
Consulate to express their condolences The British Consul
General preceeded his traditional Queen' s birthday toast on
June 7 with a reguest for one minute of si lence in respect
for the Senator On Sunday June 9 , the Mevimento_ de Casais
