Shock and sympathy were typical of the reaction from Milan' s four major
newspapers (Corriere della Sera, Corriere d'Informazione, La Notte, Il
Giorno) For several days following the assassination, national develop-
ments were relegated to the inside pages as Milan' s dailies devoted front
page coverage almost exclusively to the death and funeral of Senator
Kennedy.

relinquished his claim to be the legitimate President
8
As a high-ranking government official (his status as First
Vice President is unchallenged) and a prominent member of the
opposition group that won the May 1968 elections
)
Delvalle
^
would merit a reply _ However the confusion surrounding his
claim on the Presidency and the sensitivities of the various
Panamanian political factions argue against any written message
Accordingly
9
we recommend that our Ambassador in Panama be
instructed to acknowledge orally receipt of Delvalle s message
A suggested telegram of instructions to Embassy Panama is
enclosed for your approval
