Panamanian President-Elect Arias has sent the enc losed
message to President Johnson on the death of Senator Robert
F Kennedy Arias opponents are still attempting lega1
maneuvers to challenge his credentials as President-Elect
and have accused the United States Government of assisting
Arias campaign _ In view of these circumstances the

President did not send a message of congratulations to
Arias at the time he was proclaimed President-Elect For
the same reasons it is recomended that acknowledgment of
Arias message concerning Senator Kennedy not come
directly
from the President Instead, it is suggested that our
