SVEN ERIC DOSS, a former patient of the Veterans Administration Hospital in St. Petersburg, Florida, was judged incompetent in four states and had left for Washington, D.C., possibly on March 3, 1967. He threatened to kill a number of people in Washington, including Senator Robert Kennedy.

On March 6, 1967, DOSS telephonically contacted the FBI in Washington, advising that he was residing in Room 426, Harrington Hotel, Washington, D.C. In a subsequent call on March 6, 1967, DOSS indicated that he had left Washington, D.C.

The Office of Senator Robert F. Kennedy was telephonically advised of the threat made by DOSS on March 7, 1967. At 4:46 p.m., David Freriks, Intelligence Division, United States Secret Service; at 4:51 p.m., Captain Robert H. Krailing, United States Capitol Police; at 5:56 p.m., Inspector Thomas Herlihy, Metropolitan Police Department; and at 5:15 p.m., Lieutenant A. Vernon Conover, United States Park Police were telephoneally advised of the threats made by DOSS.

On March 9, 1967, Detective Arthur Dalton, Intelligence Division, Metropolitan Police Department, telephonically advised that DOSS was arrested at the Greyhound Bus Terminal, Washington, D.C., early that morning and charged with Disorderly Conduct. At 8:00 a.m., Special Agent H.W. Cameron, United States Secret Service, was advised of DOSS' arrest.

On March 9, 1967, Judge Edmund T. Daly committed DOSS to St. Elizabeth's Mental Hospital for a period of thirty days for mental observation. The charge of disorderly conduct was continued.

On June 5, 1967, Mrs. Christine Kennitz, Detroit, Michigan, advised the FBI that she had received a letter from Dr. Mauris St. Platkin, physician in charge, John Howard Division, St. Elizabeth's Hospital, Washington, D.C., revealing that DOSS had been discharged from custody and released to the Columbia Court of General Sessions for disposition of the charge pending against him.

On June 9, 1967, Mr. Phil Wright, Legal Officer, Veterans Administration Regional Office (VARO) St. Petersburg Beach, Florida, advised that two days previously DOSS had been in St. Petersburg but on June 9, 1967, VARO received a postcard from DOSS in Ocala, Florida, stating he was there to play baseball.

On June 13, 1967, Mr. Wright informed the FBI that SVEN ERIC DOSS spent the night of June 12, 1967, at St. Petersburg and had exited the latter's home and thrown rocks and other objects at neighboring homes.
