All such reports will be cleared in S/S by Mr. Parker, 7239, X 7552, or the S//S Duty Officer. Where action offices propose alternative language, such language should be submitted to S/s, cleared by s/CPR, typed on white bond paper, double spaced, and including proper salutation (on a green outgoing telegram form complete with delivery and public affairs guidance. All such messages should be submitting the S /S under a copy Reach Rostov memorandum transmitting the message to a copy of the Message to which the language responds should be attached. In addition, action officefs are asked to type a copy of the incoming message on white Bond paper as shown in attachment II to be submitted on S/C together with the telegraph of reply. These copies, in the original language of the message, should be perfectly typed. Telegrams of reply are due in S / S/E at 12:00 noon, Tuesday, June 11.
