ASSOCTATED TEACHERS AGA INST: CORRUPTION
The following letter 18 reproduced In the Interest of
the M1 Peoile ' s Right to Know 1I
Coples will be circulated to a11 PresIdential candidates
and to a11 law enforcement and investigat ion agencIes city, state,
and federal_ Supporting documents are ava Ilable
2675 Ocean Ave
Brooklyn, N.Y
March 15, 1968
Pres Ldent Lyndon Johnson
The White House
Washington, DaC .
Dear Mr _ Pres Ldent :
The enclosed letter to RIchard Nixon and to Governor Rocke-
feller raIses the cruclal is8ue of the breakdown of law and order In
New York City and state The most dangerous a8pect of this breakdown
1s that the judic= the police, the district attorneys and the
law enforcement machinery have been found to be in league with organ-
Ized crime for the exploitation of the cItizens who are heavily taxed
to 8upport a government which betrays them_
I shall cite only a few of the major scandals that have
shaken the confidence 0f the public 1n thelr government officlals,
1 ) The Marcu8 Case" shows that one of Mayor Lindsay ' 8
most trusted commLssloners was working WIth Tony "Duchs M Corrallo of
the Ma ffa to fleece the taxpayer by throwing 11 emergency" contracts to
thelr co-conspirators who cut up the graft and kickbacks between them .
2 The 350 man Police Narcotics Division has been M shaken
up" by Police Commissioner Leary a8 a result of the proof submitted
by a dismlssed police officer that the squad was riddled with corrup-
tion_ The two most vicious examples of thi8 corruption were the
theft from an office safe of 8everal thousand dollars Intended for
the widow of a
policeman
J
and the revelation that police were peddling
the 8ame narcotics they had seized from arrested narcotics If pushers
3 ) The cynical attitude of the district attorneys and the
police officials 1s shown by thelr handling of the l1ttle notebook
Which detective Peter E. Meenan lost In the subway over a year ago _
Meenan' 8 notebook 11sting many firms to be touched for graft was
found and turned over to cIty law enforcement officials a year ag0 _
These offIclals 1 InvestIgated" for a year and could
find no wltnesses aga Inst Meenan When finally the scandal of the
"little notebook" was exposed to public vlew District Attorney Hogan
was unable to indict any of the grafting pollcemen.

Most of the dozen or 80 police officers who subgequently
were gIven departmental trials have suffered no worse penalties than
reprLmand or transfer
The moral of these two ugly police scandals will not be lost
on police officers throughout the nation who cont Inue to operate as
the offIclal crIme icate In unlform
The moral 1s : Don 't get_caught However , if you do slip upp
don t open your mouth about your su erTors In the system
W
tbe worst
you can 18 a slap on the wrist and a transfer In other words ,
the graft you kick back to your superlors 18 protection Insurance
and w1ll be honored a8 such
3 ) The judiclary in New york City and State has recent ly
been shaken by two scandals and 1s nervously trying to hold back
add1tional exposures of criminals whose black robes cover thelr' black
deeds
a ) The case of Judge Lloyd Sarisohn in Nassau County
reveals a judge who consorts with prostitutes , fixes traffic tickets ,
tampers with court records , and bullles the public who appear before
him_
b The case of Judge Benjamin Schor in Kings County 18
Involved WIth a conspiracy to shake down a tavern owner for his
servlces In obtaining
a liquor Iicense _
Judge Schor Is presently under indictment for perjur-
ing hlmgelf before the Grand Jury In connection with the shakedown
which 1nvolve8 a180 the New York state Liquor Authority _
Presidlng Judge Be ldock of the Appellate Division
who announced over a year ag0 that he would bring up Judge Schor on
charges_ of mlscondxct in office, ha8 apparent ly decided to forget
the Whole thing- Perhaps he fears 1t might revlve the old scandal
1n the State Llquor Authority where Mr Morehouse, state Republican
Cha Lrman and close frfend of Governor Rockefeller, was involved_
The 1ist of nolsome scandal8 among Judges and law
enforcement officials could be extended ad. nauseam Currently, former
Judge Gustave Rosenberg 1s involved In an alleged consplracy to
accept a brlbe for giving a suspended sentence to a captaln or

LET S GET OUT OF VIETNAM AND FIGHT THE SHANKER =
DONOVAN SELL-OUT OF TEACHERS AT HOME
Is President A1 Shanker and his entrenched bureau-
cracy a dummy front for the C.I,A. ?
Are Vice President 0 ' Neill and Richard' Parrish
stooges for the Communist Intelligence service?
What 8 behind this stage production of the Great
Debate on U.F T_ policy on the Vietnam War?
The New York Times of March 8 , 1967 quotes a Communist
Intelligence Expert who deserves to be heard on this problem
facing our union
In discussing the strategy of Communist Intelligence
Services In the West , former Folish Communist official
Wladyslaw Tykocinski said:
Ii It is not the recruiting of spies that is quite
easy . The whole thing i8 political everything should show
that world opinion 18 supporting Communism .
"You are always looking here at home for Communists _
But they the_real Communists of the intelllgence_apparatus
don't want communists They want citizens with money
and Influence
"They flatter the intellectuals and the non-Communist
left and they get them to do the work. They don't want them
a8 Communist party members but as stooges who ha ve entree in
soclety.
"To prove to the world that you are savings the world
and that you are the wave of the future, you need respectable
people not workers , but students , teachers , churchmen, pro -
fessors and doctor8
This is the battle for Influence that intelligence
officers say the general public does not understand
Are Shanker and Kolodny the wave of the futurc for
the United Federation of Teachers ? Is fake unionism where
Superintendent Donovan and Personnel Director Lang act as
hatchet-men for Shanker in purging his anti-Communist opposi-
tion 18 that the wave 0f the future for the rank-and-file
lassroom teachers ?
But on with the Great Debate on U,F,T_ policy toward

Hell No ! We won 't gQ for 41 Shanker' 8 "Big Lie"
technique to cover up his rat-fink sellout of union teachers to
Donovan"8 kangaroo court departmental trials
The Blg Lie was Shanker ' 8 statement that any suspended
teacher will be defended by the Union if only he requests assIstance _
The facts below throw Shanker! 8 1fe back in his teeth and
In the teeth of every delegate who has joined In Shanker 1 8 conspiracy
of 8ilence
Demand that Shanker and Kolodny answer the charge of 8ell-
out of unton members
Beginning in May 1961 and continuing to date Mr Shanker
has denled me all rlghtg a3 a tenured teacher _ He has been acting In
concert with the officials of the Board of Education_
The combination of this Vicious discrimination snd harass -
ment came at the Delegate Assembly of March 20, 1967 _
There when I rose to anawer a brazen falsehood of Mr _
Shanker , he replied In typical 1le" fashlon by stating that I
was not a member of the unlon_
Apparently, Mr Shanker wa8 officially pronouncing me an
"unperson" to excuse the fact that for six years he had dened me
every rlght spelled out in the Unlon Contract a8 welk a8 under State
Educatlon Laws _
The result of Mr _ Shanker ' 8 failure to enforce the contract
ha8 been that I have twice been suspended without pay and d1smlssed
from the Bchool system with a 1o88 In salary over the years amount ing
to over $20,000 plus Interest _
In support of my charges I sent a petition to Education
Commlssloner Allen This petition g1ves the details of the Board ! s
vIclous 1llegal actlons aga Inst me At no time did Mr Shanker and
the Unlon officials offer me any ass1stance In enforcing my
rights
before Commissloner Allen_
I was compelled to carry my demand for reinstatement wIth
pay through the Appellate Div1sion_ At this stage_
) the Union sub-
mitted an amicus curlae brlef after having refused to supply me With
counsel, I won reinstatement at a cost of $9,000 In counsel fees
whlch represents a year 8 salary The Union officlals ha ve refused
to contrlbute a 81ngle penny to the expense of litigation In defense
of teacher tenure
I request that my
fellow delegate8 redress thls wrong done me
